Puritan-Fenkell CSO Basin DWSD’s Puritan-Fenkell CSO Basin is located on the south side of Fenkell Avenue just east of Telegraph Road in Eliza Howell Park. It is similar in operation to the Seven Mile basin, only larger. The 2.8 million gallon facility became operational in August 1999 and eliminates two outfalls to the Rouge River.
