About DWSD - Executive Management Team Click here to return to the Executive Team section Woodrow McCarty Assistant Director Financial Services Group Woodrow McCarty Biography Mr. McCarty was named Assistant Director of Financial Services Group in July 2006. Prior to his current position, he served as Manager of the Financial Reporting Section. He has experience with the City of Detroit in areas of Accounting, Budget, and Cash Management. He has been with the Detroit Water and Sewerage Department since 1978. Mr. McCarty holds a bachelor’s degree in business administration with an accounting major from Wayne State University.
