About DWSD - Executive Management Team Click here to return to the Executive Team section Darryl Latimer General Manager Contracts and Grants Darryl Latimer Biography Mr. Latimer was named the General Manager of Contracts and Grants in March 2003. Previously he was the Head Governmental Analyst in Contract and Grants managing the Consultant and Local Economic Development Units. Mr. Latimer has been with the Department since 1989 and began his career with City of Detroit in 1985. Mr. Latimer holds a B.S. in General Studies from Wayne State University and a M.S.A. in General Business Administration from Central Michigan University.
