The members of the Board are appointed by and serve at the pleasure
of the Mayor. The members serve four-year terms and the terms are
staggered so that not more than two members' terms expire each year.
Board members must be citizens of the United States and residents
of Michigan. The City Charter provides that at least four members
of the Board must be residents of the City. The Board consists of
four City residents plus three members representing suburban wholesale
customers. Commissioners serve on the Board on a voluntary basis;
they receive no financial compensation for their services.
